What is Prop S?

Pattonville voters gave their support to Pattonville's Proposition S on the April 5, 2022, election ballot with a 79.4% favorable vote. Prop S is a $111 million no-tax-rate-increase bond issue, which will fund projects at every school in Pattonville, including adding classrooms to address growth in student enrollment; providing safety and maintenance improvements; and updating school facilities to meet teaching and learning needs. Approval of the bond issue will not increase the district's tax rate. Planning for projects in Prop S is underway.

Construction begins on Prop S, work timeline updated

Work on Prop S, Pattonville’s $111 million no-tax-rate-increase bond issue, has begun. Voters in Pattonville approved Prop S in 2022 with a 79.4% favorable vote. Prop S work will fund projects at every school in Pattonville, including adding classrooms to address growth in student enrollment; providing safety and maintenance improvements; and updating school facilities to meet teaching and learning needs. Approval of the bond issue did not increase the district's tax rate. Work on the storm shelter additions at Bridgeway, Parkwood and Willow Brook elementary schools and the new gym at Holman Middle School is underway. Additionally, interior renovations at Parkwood, Willow Brook and Holman are also in progress. 


In May, demolition began on the lower level of Gym A at Holman. This work is the first step in construction that will take place at Holman. Gym A will be renovated to provide more efficient locker rooms and health spaces. Additionally, a new gym will be built and attached to the main building, replacing the currently disconnected Gym B. This new addition, which is a storm shelter, will allow for students to attend gym without leaving the building. Site preparations on the new gym will begin in June and are expected to be completed towards the beginning of the 2024-2025 school year. Once completed, renovations will begin on the current Gym B site to adapt its use for the Pattonville printing department and for additional garage space for the transportation department. The space will include four bays and the two bays in the current garage will become wash bays.


Additional timeline updates have been made to the storm shelter additions at Bridgeway, Parkwood and Willow Brook. Site preparation on all three additions will begin this summer. During this time, foundation work will begin and the concrete panels that make up the building will be made and shipped. Once those panels arrive, they will be assembled, which takes about three weeks, the concrete roof will be poured and interior work can begin. Below are the timelines for the elementary school building additions and related building renovations, which are dependent on weather conditions.


In addition to these updates, the timeline for work on phases 2 and 3 have been revised. Phase 2 has been split into two stages, 2A and 2B. The first stage will include updates to the Pattonville High School science and family and consumer sciences (FACS) labs and work on the current Holman Gym B for its transformation for use by the printing and transportation departments. Design work on Phase 2A has begun and bidding for that work should start this fall, with construction to be computed before the beginning of the 2025-2026 school year. 


The second stage, Phase 2B, will include work at early childhood, Drummond and Rose Acres Elementary Schools, Pattonville Heights Middle School and the remaining projects at Holman. Design on that work will start in 2024 and construction will go through 2026. Phase 3 projects remain the same and include improvements at Remington Traditional School and remaining projects at the high school. Design on that is expected to begin in early 2025 and be completed in 2027.


Changes to the Prop S timeline is due to challenges impacting the construction field, primarily labor shortages. Those shortages are caused by two challenges: decreasing employees in the field and an increase in construction projects. Additional delays are due to continued supply chain issues. As was regularly reported, supply issues started during the pandemic, and the ripple effect is still being felt. Areas primarily being impacted are mechanical industries, like HVAC and electrical, as well as items that use computer chips. This is resulting in longer project timelines and the potential for interruptions to daily school operations.


Because the construction timeline has been extended, Pattonville will use the added time to connect with the school improvement teams (SIT) who have projects in Phase 2B and Phase 3 to ensure that planned work continues to meet the needs of the school. Projects by Phase

Project Timeline

Each phase of construction for Prop S follows three steps: design, bidding and construction.

Design: The design process for phase one is nearly complete and designing for phase two has began. Designing for phase three will begin once planning for the previous phase is complete. During design, Pattonville staff meet with the architect to determine final needs and plans.

Bidding: After designs are complete, bids are issued for the work. Early bids are projected to be issued in October or November and all other bids are scheduled for February to April for each phase.

Construction: For each phase, construction is expected to begin during the summer and last about a year. For building additions, exterior framework will be completed so that construction can continue during inclement weather.

Past Prop S updates

Design and bidding for phase one underway

November 17, 2022 

Planning is underway for Prop S, Pattonville’s $111 million no-tax-rate-increase bond issue, and construction on some projects is expected to begin at the end of this school year. Prop S work will be broken into three phases and projects for each phase will take about a year and half to complete from design to the end of construction. Currently, Pattonville is in the final design stage and beginning the bid stage of phase one. Due to increased construction costs and projected costs for projects, some items from the original districtwide facilities master plan, such as renovating classrooms for collaborative teaching, will be completed using district operating funds or added to a future bond issue.


Phase One

Projects included in phase one are building additions and improvements at Bridgeway, Parkwood and Willow Brook elementary schools and construction of the new gym at Holman Middle School and improvements to the main gym. Nationally, building code requires that educational facilities with more than 50 occupants must have a safe room to protect students and staff from tornado hazards and thus, the additions at these locations will be storm shelters and have enough space for all students and staff. Construction on these additions is expected to begin in June 2023 with building of exterior framework so work can continue throughout the year and during inclement weather conditions. Projects are projected to be completed by the beginning of the 2024-2025 school year.


Phase Two

Phase two includes projects at the Pattonville Early Childhood Center, Drummond and Rose Acres elementary schools and Holman and Pattonville Heights middle schools as well as select projects at Pattonville High School. Additional work will occur to transform Holman’s gym B for use by the Pattonville printing and transportation departments and to make improvements to the maintenance building. Following completion of this work, the current printing building will be demolished to create additional parking at Pattonville Heights. 


Phase Three

Phase three includes projects at Remington Traditional School and remaining projects at the high school.

Board awards bond projects

May 12, 2022 

On May 11, the Pattonville Board of Education awarded the first round of bids to begin Prop S work. S.M. Wilson & Company was selected as the construction manager and Ittner was selected to provide architectural services. Pattonville worked with both companies in past bond issues, including Prop K that was passed by voters in 2017. Ittner was also involved in helping Pattonville develop a facilities master plan that was presented to the board, leading to Prop S being placed on the ballot.

Prop S construction to take five to six years

April 6, 2022

Pattonville voters gave their support to Pattonville's Proposition S on the April 5 election ballot. Prop S is a $111 million no-tax-rate-increase bond issue, which will fund projects at every school in Pattonville, including adding classrooms to address growth in student enrollment; providing safety and maintenance improvements; and updating school facilities to meet teaching and learning needs. Approval of the bond issue will not increase the district's tax rate. In the coming weeks, Pattonville will begin planning for and scheduling projects in the bond issue. 

“It’s important to note that due to the size of this bond issue, it will likely take five or six years to complete all items on the project lists,” said Ron Orr, former chief financial officer, when the Prop S passed. “Priority will be given to completing building additions to schools to accommodate the enrollment growth Pattonville has experienced.”

A timeline for the remaining projects will be determined once design and construction teams are hired. 

After nearly 5,000 votes were cast in Tuesday's election, the bond issue received a 79.4% favorable vote. Approximately 57% was required for the measure to pass.

Working together to address our needs

Pattonville leaders worked with parents, students and staff for eight months to develop the new districtwide facilities plan to ensure Pattonville’s schools are well maintained and continue to meet the educational needs of its students. In the past decade, district enrollment has grown by nearly 10% and future enrollment projections indicate the district may need additional capacity for approximately 300 students in kindergarten through eighth grade. 

Protecting our investment

Every few years, Pattonville updates its districtwide facilities master plan in order to protect our community’s investment in our schools. Updated plans address building needs for learning purposes and emphasize keeping the district's aging facilities maintained and in good repair. The previous facilities master plan was created in 2016, and a no-tax-rate-increase bond issue was approved by voters in April 2017 to fund updates and improvements included in the plan. As promised to voters during previous bond issues, Pattonville has maintained its debt service levy (the portion of its tax rate that can only be used for paying off bond issue debt) unchanged at 49 cents per $100 of assessed value.
