Board swears in newly reelected board members

Voters in the Pattonville School District reelected incumbents Andrea Glenn, Dr. Brian Gray and Mindy Ridings for three open seats on the board of education. The board members were sworn into office during the June 9 board meeting. The board also voted on officers and annual appointments to various organizations. The officers are as follows: Glenn, president; Gray, vice president; Ridings, secretary; and Mary Kay Campbell, treasurer. Campbell was also appointed to the Pattonville Education Foundation. Ridings was appointed as a delegate to the Missouri School Boards Association, with Ruth Petrov appointed as alternate. Dr. Amanda Lienau Purnell was appointed as the board member to represent Pattonville on the Governing Council of the Special School District, with Gray as alternate.

Board members approve budget for 2020-2021 school year

Pattonville Board of Education on June 9 approved a $100 million operating budget for the 2020-2021 school year. For the first time in seven years, the district will likely have a net deficit of $1.4 million due to lower than anticipated revenues resulting from COVID-19 impacts on the economy. The deficit will be offset by one-time federal relief funds from the CARES (Coronavirus Aid, Relief and Economic Security) Act and savings in the 2019-2020 budget that will be placed in the district’s reserves. The majority of the deficit is due to state revenues that have declined sharply during the COVID-19 pandemic. In addition, investment income is declining due to drops in current interest rates, and reduced income is anticipated from Pattonville programs that depend on student participation, such as preschool and food service.

Other Board Actions
The board of education on June 9:
  • Reviewed an update on the district's response to the COVID-19 pandemic and planning for the coming school year;
  • Approved paying $744,648.99 in regular bills;
  • Approved, subject to audit, the financial statements for the month of May 2020;
  • Approved paying $279,470.55 for purchases made on Pattonville's purchasing cards, which earned the district a rebate of 1% (or $2,794.71);
  • Approved a permanent easement to the Missouri Department of Transportation in the amount of $3,790 and authorized the district's chief financial officer to execute all agreements on the district's behalf for 2,116 square feet of permanent sidewalk along St. Charles Rock Road on property currently owned by the district in front of Drummond Elementary School;
  • Approved contract adjustments for bond issue projects in the net total amount of $80,009.15;
  • Approved preschool tuition rates for the 2020-2021 school year;
  • Declared textbooks as surplus to be sold through a public bid process;
  • Approved paying $20,507.47 to EducationPlus for the balance of its 2020-2021 annual membership fees;
  • Approved paying $1,664 to Tueth, Keeney, Cooper, Mohan and Jackstadt for legal services;
  • Approved revisions to the 2019-2020 budget, as lodged for action on May 12;
  • Approved revisions to the district's behavior guides as lodged for action on May 12;
  • Approved the renewal of the annual subscription for SeeSaw for Schools with SeeSaw for $14,250;
  • Approved the agreement with FileWave for the annual support subscription for the Filewave mobile device management solution for $14,700;
  • Approved the purchase of the Canvas learning management system subscription from Instructure for $22,500;
  • Approved the renewal of the TV room equipment maintenance agreement with Dorman Video for $13,200;
  • Approved the purchase of PowerSchool eCollect forms subscription from PowerSchool Group for $12,134;
  • Awarded bids for waste hauling services as follows: landfill services/trash hauling to Waste Management for $43,440; single-stream recycling to Republic Services for $44,446.36; and composting services to Total Organics for $19,343; and
  • Awarded the bid for fuel to Energy Petroleum for $192,300.
